Top Irish trainer Aidan O'Brien must face a British Horseracing Authority disciplinary hearing on Tuesday.
It will scrutinise O'Brien's conduct following his colt Cape Blanco's victory in the Dante Stakes in May.
Stewards had felt Cape Blanco looked a little sore as he walked away from the winner's enclosure at York.
But O'Brien refused to allow stable lad Pat Keating permission to trot the horse up in front of a BHA veterinary officer and the senior racecourse vet.
At the time the trainer described the request for a second veterinary inspection as "insane".
The BHA charged O'Brien with breaches of Rule (A)37 and (B)83, "in that he encouraged and/or caused Pat Keating to refuse to comply with two instructions given by the stewards at York."
A BHA statement continued: "Aidan O'Brien is also charged with a breach of Rule (A)30.1 (acting in a manner prejudicial to the conduct and/or good reputation of horse racing in Great Britain).
"Pat Keating is charged with two breaches of Rule (B)83 regarding his failure to comply with instructions."
In essence, the BHA was trying to establish whether racecourse rumours that Cape Blanco, who at that stage was second favourite for the Epsom Derby, was lame after his York success.
O'Brien later pulled him out of the Derby, aiming him at the French version instead, where Cape Blanco went on to finish 10th.
He had been expected to perform much better since Workforce won the Epsom Derby by seven lengths in a record time despite being beaten by Cape Blanco in the Dante.
Cape Blanco has since gone on to win Irish Derby, before finishing runner-up by 11 lengths to Harbinger in the King George VI and Queen Elizabeth Stakes at Ascot
Wexford-born O'Brien is a hugely successful trainer based at the same Ballydoyle yard in Tipperary where Vincent O'Brien - who is no relation - rewrote racing's record books.
Aidan, 40, won the Champion Hurdle three years running with Istabraq and the Ascot Gold Cup four years on the trot with Yeats.
He has claimed the Epsom Derby twice and the Irish equivalent on eight occasions.
